The Ministry of Defense and Aviation, Saudi Arabia, is planning to undertake the construction of a New Military City located to the northwest of Riyadh, Saudi Arabia. The project is a part of the P-563 programme, which includes the development of facilities and infrastructure to support the overall Ministry of Defence initiatives developed as part of the kingdom's Vision 2030 strategy.

The US$20100 million project includes the following:

1. Construction of a new military city

2. Construction of a MoD headquarters

3. Construction of support and logistics facilities

4. Construction of residential community

5. Construction of a commercial area

6. Construction of National Defence University 

7. Construction of Joint Forces Command compound

8. Construction of Associated Facilities

The main contract commercial bid submission date is on September 30, 2025 on the P-563 Programme: Ministry of Defense Headquarters Building.

Market sources indicate, three consortiums have submitted the technical bids on the Ministry of Defense Headquarters Building, the JV of Al Bawani and Orascom, JV of El Seif and Archirodon, and MBL amongst others. The commercial bid submission is at the end of September 2025

The main contract tender has been issued and the technical bid submission deadline is June 11, 2025. Al Bawani, Archirodon, Arabian Construction Company amongst others are invited to bid on Defense Headquarters Building.
