Starah First Renewable Energy Company, a Special Purpose Vehicle (SPV) incorporated by ACWA Power, Badeel and Saudi Aramco, is undertaking the construction of a wind power plant with a capacity of 2000MW in Starah, located in Riyadh Province, Saudi Arabia.

The project is part of Saudi Arabia’s National Renewable Energy Programme (NREP) and it represents a significant milestone in the country's strategic vision for a more resilient and more sustainable energy landscape.

Saudi Power Procurement Company (SPPC) is the Principal Buyer and energy off-taker for the project.

The US$1251 million project includes the following:

1. Construction of 2000 MW wind power farm

2. Installation of metal tower

3. Construction of substation

4. Construction of turbine foundations

5. Construction of access roads

6. Installation of wind turbines

7. Installation of transformers

8. Installation of electric feeder system

9. Laying of transmission lines

The project has achieved financial closure with a consortium of local and international banks including Alinma Bank, Bank of China, China Minsheng Banking Corporation, Eurobank, Industrial and Commercial Bank of China, KfW IPEX, Mizuho, Natixis, Société Générale, Standard Chartered, and Sumitomo Mitsui Trust Bank worth US$1.45 billion.

Goldwind Science & Technology Co has been appointed as turbine supply contractor for the project.

13 October 2025

The consortium of subsidiaries of China Energy Engineering Corporation comprising China Energy Construction International Group, Guangdong Hydropower Engineering of China Energy Engineering Group, and Northwest Electric Power Design Institute of China Power Engineering Consulting Group has signed the EPC Contract for the project.

Saudi Power Procurement Company (SPPC) has signed the Power Purchase Agreement (PPA) with a consortium led by the main developer ACWA Power, in partnership with Water and Electricity Holding Company (Badeel), a wholly owned company of PIF, and Saudi Aramco Power Company (SAPCO), a wholly owned subsidiary of Aramco.
