The Saudi Water Partnership Company (SWPC) is planning to build the desalination plant which will be located in Ras Mohaisen, Al-Qunfudhah Governorate, Makkah Region, 300 km south of Makkah, on the coast of the Red Sea in the Western Province of the Kingdom of Saudi Arabia.

This plant will meet the needs of Makkah and Al Baha Region.

The project will have two stages under one purchase agreement.

a. Stage one - 100,000 m3/day

b. Stage two - 200,000 m3/day

The US$693 million project includes the following:

1. Construction of RO desalination plant with a 300,000 m3/day potable water capacity

2. Construction of seawater intake

3. Construction of storage tanks with a capacity of 600,000 m3

4. Construction of a transmission line with a length of 17km

5. Construction of transfer station

6. Installation of overhead transmission line (OHTL)

7. Construction of Renewable power plant (30MW)

8. Installation of pressure exchangers

9. Installation of membranes

10. Associated facilities

A consortium led by Larsen & Toubro (L&T) with Lantania has been awarded the Engineering, Procurement and Construction (EPC) contract by ACWA Power.

The consortium of ACWA Power, Hajj Abdullah Ali Reza & Partners, and Al-Kifah Holding Company has been appointed as the developer for US$693 million (SAR2.6 billion) and the client has also signed a 25-year Water Purchase Agreement (WPA) with Acwa power for the project.

The consortium of Haji Abdullah Alireza & Co Integrated Services Ltd, Al-Kifah Holding Co & Acwa Power is the preferred bidder and ACCIONA is the reserved bidder. Financial closure is expected to be achieved by Q1 2025.

The advisory team includes KPMG Al Fozan & Partners as Lead and Financial Adviser, Eversheds Sutherland (International) LLP as Legal Adviser and WSP as Technical Adviser.
