Saudi Power Procurement Company (SPPC) is undertaking the construction of renewable energy projects in Riyadh Province, Saudi Arabia.

Sumitomo Mitsui Banking Corporation has been appointed as the Lead and Financial Adviser, DLA Piper Middle East LLP as Legal Adviser and Fichtner GmbH & Co. KG as the technical adviser for the project.

Client has signed the power purchase agreement (PPA) with the consortium of Al Blagha Holding Company, Alfanar Company and Desert Technologies for the development of 50 MW Madinah Power Plant and 20 MW Rafha Power Plant and with the consortium of ACWA Power, Al-Babtain Holding Investment Company and Gulf Investment Corporation for the 600 MW Alfaisalia Power Plant.

Official agreement has been signed and the construction work is set to commence on Renewable Energy Program Round II: Jeddah Power Plant 300 MW.

The financial agreement has been signed on the 300 MW Rabigh Power Plant project. Japan Bank for International Cooperation (Jbic) will provide USD$78m financing; Japan’s Mizuho Bank and local Al-Rajhi Banking & Investment Corporation are co-financing the rest, with Al-Rajhi planning to provide funds based on Islamic finance.

Sakaka Power Plant was made operational in the second quarter of 2020 and appointed Diaa Sakaka Operation and Maintenance Company, an affiliate of NOMAC as Operator and O&M contractor.

The bid submission deadline has been extended to December 16, 2020, for the projects under Category A and December 9, 2020, for the projects under Category B divided under Round III.

Construction works are ongoing on the Dumat Al Jandal of Round 1 and expected to complete by Q1 2022. The main contract bid are still under evaluation on Category A & B of Round 2 and the Request for Proposals (RFP) has been issued with bid submission due on October 7, 2020 for Category A and on September 23, 2020 for Category B of Round 3 and recently REPDO has conducted site visits for Round 3 projects.

06 December 2019

ACWA Power has connected the 300 MW Sakaka Power Plant to the national electricity grid. The project has commenced initial production under a pilot phase according to schedule and is expected to achieve full commercial operation before the end of 2019.

The bid submission deadline has been extended to January 20, 2020 for the projects under Category A and January 6, 2020 for the projects under Category B divided under Round 2.

REPDO is planning to issue the RFP for Madinah solar PV IPP, Rafha solar PV IPP on around May 22, 2019, with the submission date expected at the end of September 2019 and it is also planning to issue the RFP for Al-Faisaliah solar PV IPP, Jeddah solar PV IPP, Rabigh solar PV IPP, Qurayyat solar PV IPP in early July 2019, with the submission date expected at the end of early December 2019 on REPDO - Renewable Energy Program: Round II.

Round I- Phase 1:300MW Sakaka PV Power Plant- The main contract tender submission date and the award date remains same for the project. Round I - Phase 1: Midyan Wind 400MW- The client is planning to change the location of the project from Midyan to Dumat al-Jandal, however, the decision on the same is yet to be taken and they will start a new pre-qualification process on the same. The client has invited the companies to submit the pre-qualification documents on the 400MW Doumat al-Jandal Wind power plant project. However, there is no development seen on this project.

Round I- Phase 1:300MW Sakaka PV Power Plant- The pre-qualified companies made a visit and also assessed the site selected for the project. Round I - Phase 1: Midyan Wind 400MW- The client is planning to change the location of the project from Midyan as the government is considering a large-scale tourism development there, and it is unclear how much land will be free for the renewables project.

The client is planning to appoint the selected bidder on the project by November 13, 2017 and the power purchase agreement (PPA) is expected to be signed by January 15, 2018. The client is planning to issue the tender for 700 MW out of planned 9500 MW by January 2017. The capacity of 700 MW will be divided into two packages: - Solar energy (300 MW) - Wind energy (400 MW) However, the client has not disclosed the exact schedule for tender procedure for the project. The wind energy project will be located in Tabuk,Tarif area whereas the location of the solar energy plant is not yet decided.

One of the reasons for the delay in the project is KA CARE relationship with ministry of electricity and oil was never clearly defined,no single department is put in charge of the project. In 2013, the bids were going to be issued soon but there has been no progress on the same yet and the completion of the project is pushed from 2032 to 2040.

Saudi government will give the responsibility to develop renewable project in country to a joint venture of Saudi Electricity Company and Saudi Aramco. The companies are planning to purchase solar equipment themselves and appoint contractors only for the installation works. (Source: MEED)

Land has been allocated for the solar power stations in Qaisomah (Eastern Province), Rafha (Northern Borders), Wadi Al Dawaser (Riyadh), Mahd Al Dahab (Madinah) and Sharourah (Najran).
