Saudi Water Partnership Company (SWPC) in collaboration with the National Center for Privatization (NCP), is planning to develop the Hadda Independent Sewage Treatment Plant (ISTP) in Makkah Province, Saudi Arabia.

The National Center for Privatization & PPP is the government authority involved in privatization and public-private partnerships.

This project also encompasses treated sewage effluent (TSE) re-use systems, comprising a transmission pipeline and storage tanks to maximize treated sewage utilization, particularly for irrigation across the Kingdom.

The project will be implemented under a 25-year BOOT (Build, Own, Operate, and Transfer) model.

The US$162 million project includes the following:

1. Construction of a sewage treatment plant with an initial capacity of 100,000 cubic meters per day, expandable to 250,000 cubic meters per day

2. Construction of storage tanks

3. Construction of inlet/outlet channels

4. Installation of treated sewage effluent (TSE) reuse system

5. Construction of aeration tanks

6. Laying of treated sewage water pipeline with a length of 38km & capacity of 350,000m3/d

7. Construction of associated facilities

WABAG has been selected as the the preferred partner for Engineering, Procurement and Construction (EPC) works on the project.

16 December 2025

The consortium of Metito, Etihad WE, and SkyBridge has been awarded the development contract on the project and the project is expected to be in commercial operation in Q4, 2028.

05 December 2025

The consortium of Metito, Etihad WE and SkyBridge has been selected as the preferred bidder & the consortium of Miahona, Marafiq Company and Buhur for Investment as the reserved bidder.
