SOCAR GPC - GPC: Phase 1: Petrochemical Plant
The State Oil Company of Azerbaijan Republic (SOCAR) is planning a gas processing and petrochemical complex (GPC), covering an area of approximately 4,500ha, which will be located near the Sangachal terminal, along the boundaries of the Absheron and Garadagh Districts, approximately 60km south of Baku.
The new complex is expected to replace the existing processing facilities in Baku and Sumgait. The products from the complex will primarily meet the domestic demands and the excess will be exported.
The US$7000 million project includes the following:
1. Construction of the petrochemical plant
2. Installation of a steam cracker
a. Ethylene unit (610,000 tpa)
b. Propylene unit (120,000 tpa)
3. Construction of associated facilities

Bid evaluation is underway and the following joint venture companies have submitted bids: (1) A joint venture between Tecnicas Reunidas SA, Hyundai Engineering & Construction Co Ltd and Technip; (2) A joint venture between NIPIneftegas, Samsung Engineering Co Ltd and Tecnimont SpA;

Tender activities are underway and Technip, Axens, Sinopec Tech, and Univation are the companies which are providing technology and licenses for the project

FEED works are completed and tenders are not yet issued.

The final investment decision on the project is expected to be adopted in May-June 2018. The project is expected to be completed by 2022.

US Vinson & Elkins LLP are the legal consultants working on the project at international level while PSG Law company has been involved as a legal consultant in Azerbaijan.

Univation has been appointed as the technology provider to deliver UNIPOL PE process technology which will enable the plant to shift between HDPE to LLDPE based on customer needs. Univationwill also deliver XCAT metallocene PE technology.

China Huanqiu Contracting and Engineering Corporation, subsidiary of China National Petroleum Corporation and Technip Italy have signed a service agreement for the preliminary detailed design work on the project.
