The slowdown in spending has impacted all sectors, with all segments on a pro rata basis unlikely to match last year’s totals. Following the ‘re-prioritisation’ and ‘rationalisation’ of the giga projects program in 2024, expenditure on them has collapsed this year as the government focuses instead on event-driven developments such as Expo 2030 and the 2034 World Cup.

The stadiums plan for the tournament includes four existing stadiums, three new stadiums currently under construction, and eight planned new stadiums.
REFURBISHMENT AND EXPANSION
King Fahad Sports City Stadium (Riyadh) and King Abdullah Sports City Stadium (Jeddah) are currently Saudi Arabia’s two highest capacity stadiums. Both will be refurbished prior to the World Cup to meet the growing demand for world-class facilities and ensure all FIFA requirements are met.
Refurbishment is already underway at King Fahad Sports City Stadium, ahead of its role as a venue for the AFC Asian Cup 2027. Two existing stadiums, King Saud University Stadium (Riyadh) and King Khalid University Stadium (Abha), will benefit from temporary capacity increases for use during the Competition, While also improving fan and player experience beyond the tournament by modernizing the infrastructure.
