Borouge - Borouge 4 Petrochemical Complex: Utilities & Offsites Package
Abu Dhabi Polymers Company (Borouge) is undertaking the construction of the Utilities & Offsites package at Borouge IV petrochemical complex in Abu Dhabi, the UAE.
The project aims to have a new Gas Cracker Plant of 1.5MPTA Ethylene Production and also associated Ethylene Derivatives. The complex will be located on a greenfield site at Ruwais, adjacent to the existing Borouge 1, Borouge 2 and Borouge 3 facilities.
The US$1500 million project includes the following:
A. Utilities & Offsites packages include the following:
1. Construction of instrument air and plant air system
2. Construction of decoke air system
3. Construction of nitrogen system
4. Construction of condensate and demineralized water system
5. Construction of a steam system
6. Construction of potable water system (including separate chilled water network for safety showers);
7. Construction of service water system
8. Construction of closed-circuit cooling water system
9. Construction of seawater system comprising of intake and outfall
10. Construction of fire water system
11. Construction of fuel gas system
12. Construction of flare system
13. Construction of drainage and sewer
14. Construction of wastewater and sewage treatment system
15. Construction of tank farm and storage for liquid fuel, off-specification ethylene sphere, ethylene, 1-butene, 1-Hexene, mixed C4 storage, propane, butane, raffinate,
16. Construction of internal interconnections (B1/2/3)
17. Construction of external interconnections (AGP/AR/GUP/TRANSCO) for import ethane, raw propane, nitrogen, fuel gas (from AGP), ethane (from AR-ROG), treated distillate water & potable water (from GUP), and power (from TRANSCO), the export of ethylene, mixed C4s and hydrogen to B4 fence B.L.

Expression of Interest (EOI) has been issued on July 15, 2020 with the submission due on July 30, 2020. Samsung Engineering, Hyundai E&C, CCC, CTCI Corporation, Archirodon, L&T Hydrocarbons, Dodsal, Tecnicas Reunidas, Marie Tecnimont, Petrofac and Bifinger Tebodin have received the EOI documents. ITB is expected to be issued by the fourth quarter of 2020 with the main contract award by the third quarter of 2021.
